Guidance on Foreign Collaboration

The University of Connecticut supports initiatives to grow UConn’s research enterprise and continue to build a robust innovation pipeline. UConn is dedicated to building collaboration to accelerate scientific breakthroughs and discovery, and the university acknowledges the importance of collaborations both locally and across the world.

UConn actively responds to concerns from federal agencies and sponsors regarding foreign influence in sponsored academic research. This influence may range from conflicting commitments of researchers to foreign entities to the misappropriation of research results and intellectual property. While the university values and encourages international collaboration to foster an environment of openness in research and learning, UConn must comply with US laws and agency regulations that govern how we manage and report international engagements. This includes the National Security Presidential Memorandum 33 (NSPM-33) that requires all federal research funding agencies to strengthen and standardize disclosure programs at institutions that receive federal funds.

Understanding the regulatory environment, the risks associated with foreign collaborations, and importance of transparency is an individual responsibility as well as an organizational commitment.

UConn’s Research Security Office provides a list of countries of concern. Any engagement with entities from these countries must be reviewed by UConn’s Export Control team to ensure compliance with US laws and regulations.
